After the last batch of torrential rain, arrived home to find 1/2 inch of water in the panniers. I stripped them down yesterday, all nuts and bolts + rivetts. The right hand (exhaust) box had some very brittle type sealer while the other had none at all. Reassembled using quality silicone through each nut and bolt, under handles and around bottom hinges. Sprinkled talcome powder in them and went to work last night as normal. Coming home this morning through some appalling weather and both panniers remained bone dry. Hope this has cured it and wish i'd done it before leaving my ipod and phone in there without swimmng lessons!

Not only did mine leak, a part of the lock area on both panniers suffered a stress fracture as well. I repaired mine using Sikoflex mastic. I also dismantled all locks and hinges to reseal the previous sieve like construction. Seems to do the job.

Same problem here! The problem is with the hinges and through-bolts rather than the rubber gasket seal between the two halves then? Is disassembly a big job? I have to say that for the money Triumph charge it would seem reasonable to make them watertight...

can't speak for all leaks, but mine was definately leaking through hinges and bolts and not the seal. Its not a very long job but your right, doing a job yourself that Triumph should have done never sits well. The good news is that using a decent silicone does seem to do the job.
