The heat shield on the can is loose. Is it just riveted on? Can I drill out the old rivet and refasten? Is this the girl's way of telling me to get the off road can?

The shield is pop-riveted on with stainless steel rivets. When I replaced mine, I just used stainless steel sheet metal screws as my pop-rivet gun could not handle the stainless rivets (it was designed for the aluminum ones). This was about six months ago; no issues.
