The words of wisdom I have read about suspension setup always seem to begin with setting the static sag, and a figure of around 30mm is often quoted.

I measured the sag (with rider aboard) as 65mm front and 50mm rear. Does anyone out there have any recommended figures?

In case anyone wanted to adjust front suspension pre-load I believe this could be done by shortening the spacer tubes and using bicycle head tube spacer washers to adjust the distance between the spring top and fork tube cap. The washers are a near perfect fit as checked against the spring diameter. Not tried this yet as I'm not sure I need to, but 65mm sag does seem a lot.

First things first!! there no such thing as front end sag!!

The rear is 15/20mm but it ain't life and death suspension is alike a golf swing there's a classic set up but there are plenty of others that work just as well!!.

The way you checked your sag is novel!!,stand behind your bike holding the rack,press down on the rack compress the suspension,let it come back up,measure from the floor to a spot on the rear subframe,when you have that measurement,put your hands underneath the rack and lift up,measure again,the difference is the sag!!!.

As for the front,the forks are pretty poor,so your never going to make a silk purse of a sows ears!! so to speak,put some progressive springs in of any make you like and tinker with the oil grades and quantities,there are guys who have put gold valves in,just a case of how serious you are.
