Chainguard rubbing noise

On my 03 Tiger, I have had an odd wheel speed noise for YEARS and may have found the source. Think of a tinny sound like a wheel bearing shields, or dragging brake pads that is consistent with road speed. Typically audible when next to a wall or fence at speed, seemingly more on the left side.

I have looked at the chain, brake pads - all the normal stuff. What I have just noticed is that my plastic chain guard just touches the inside links at the forward inside edge. An area 1/4" x 1/4" is 'polished plastic' where the chain contacts.

I only noticed this while sighting down the chain and by chance seeing the close fit with a flashlight. Anytime the chain is moving there is a rub noise. The chain guard cannot be adjusted for clearance, it's fit is specific with no adjustment.

Anyone else's Tiger have the same close chain guard fit?
