Whilst swotting-up for a forthcoming tour I read this on the UK Foriegn Office site :
________________________________________________
A new traffic regulation introduced in July 2004 requires that all drivers, including those of private cars, should carry a reflective jacket (to be worn at night and in bad light if the vehicle is involved in an accident or has to be left on a road or highway). Drivers can be fined 90 Euros if they do not comply. The new regulation applies to all vehicles, including foreign registered vehicles, driving on Spanish roads.

Does anyone know if this includes motorcyclists?

There may be a clue here...
Having said that I was in Spain last September without anything more than the reflective piping on my H-G jacket without any problem. And if you are involved in an accident you'll probably have bigger worries than this...

Points taken but I was also wondering how keen the police might be on routine stops using this as yet another means of easy income.

For the sake of a couple of quid, I would take one just in case. Better that than getting slapped for an on the spot fine and it will take up next to no room.

I saw lots of Spanish police, both in cars and on bikes, and none of them showed the slightest inclination to stop me or any of my mates. They were so easy going it was hard to believe. I loved Spain, and I'm going back as soon as I can - it is a fab country for bikes. We were up in and around the Picos de Europa, and I cannot recommend it too highly.

This is in addition to carrying TWO warning triangles. Motorcyclists are not expected to carry warning triangles, so I would think that the high viz vest thing does not apply to motorcyclists either.
