That is correct, the lower tables run richer.
I'm running a Pro-Oiler on my Tiger for over 50.000 km now, excellent tool. (Best Oiler around imho)
Kurt, don't get too much involved into science and calculations, just squeeze down the setting using 200 pulse steps (like from 2603 to 2896) checking the chain every 50-100 km or so. If you think it gets too lean, jump up 100.
narrow the setting down until you're setting satisfies.
(little or no fling-off, shiny O-rings)
Once you discovered this "sweet spot" choose the table where "sweet spot"= S2 or S3
Now you will be happy for years to come, just flip to S4 in heavy rain..... cool huh ?
It's not that the PO caculations are not good, there's just too many variables in nozzle adjustment, airodynamics around the rear sprock and oil brand variations.
