Would like to know if it is legal in California to have the cat kit done on a Rocket III. Essentially, the catalytic converter would be replaced with the crossover pipe, but the stock exhaust would remain. The TORS would not be installed.

Would this pass CA emissions or would they even test the bike or look?

Don't know if it would pass the emissions test or not, but it would be illegal to remove the catbox. However, there is no requirement for emissions testing after the new bike sale, even for re-sale of a used bike. So you can remove and easily get away with it unless a savvy cop stops you for speeding or whatever and notices the catbox gone.....very unlikely.

Yep if some cop has it in for motorcycles with modified exhaust he will find much easier and more abundant prey than Rockets without their litter box. Though it definitely improves exhaust note, catbox removal by itself is not loud enough to attract the attention of any LEO.

there is no emissions testing for motorcycles in california.

are you moving here? if so, make sure you have 7,500 miles on it before attempting to register it. that makes it easier.
