Another NC rider! A couple of things to check....make sure there is no restriction in the air path....esp. the filter. The T3 engine, to me, seems much happier in the 5K/6K range, tho mine will hit redline in a heartbeat. My "track bike" is a little Kawa 250 Ninja with a 13K redline....the Trumpet (mine's a Sprint Exec) has gobs more torque and you don't need to twist her tail so much to get a response. Timing could be off as well. I'd check air flow restrictions, timing and (if the engine "splutters" a bit at higher revs) fuel flow. Get the bike running solid before tinkering with the carb jetting would be my recommendation.
Of course, what do I know?? Heh...
