Rear shock question speed triple

Having removed the standard shock does anyone know if the top mount sleeve should turn or not as mine feels pretty solid, thought it would turn on the bearing don't want to start bashing it if it's supposed to be solid!

It's a bush so will be a press fit and greased but tbh it doesn't need a great deal of movement as that all happens lower down ;-)

Thanks,just found out today why my pre load adjuster didn't work there was a pin/circlip missing so the adjusting nut just went up and down doing nothing,
