Nonsense. We've heard that "conspiracy theory" before in this board, and its exact opposite counterpart from UK members.
The fact is, Triumph had no interest in making lots of this model in its first year. They set a number they felt they could produce, and that was that. Pre-orders during the priority reservation program last summer took priority over dealer orders, and there were a lot of priority orders! A dealer who orders any Triumph outside the factory's ordering "windows" takes their chances with uncertainty, but especially on a model like this that's well over its scheduled run. It's no fun for dealers who know they could sell more, I'm sure; but it's not hurting Triumph. Unlike many other makers, they have no excess production capacity, and do not choose to go into debt during an uncertain market period to acquire what might very well turn out to be excess capacity before they've recouped their costs.
