What does this connect to and is it important?

Hey everyone I just picked up an 09 St3R and I noticed an electrical connector which is not connected to anything hanging down by the oil filler plug near the right footpeg. Anyone know if this is really important? The bike seems to be running just fine. The wires look like a yellow one with a red stripe and a brown one with a pink stripe. Thanks!

It would only be important if your bike were a California model with an evaporative emission recovery system installed. That's the connector for a purge valve, which I take to be for an EER system. It would not be used on bikes without the canister and related plumbing.

My 08 St3 has this too. It's zip tied and near the rear suspension spring. I thought it was some kind of extra lighting connection. I've had the bike in California for quite some time too.

That couldn't hurt to know.

It may be that the systems currently required in California don't include an electrically operated purge valve yet. Or it may have been inadvertently unplugged. Or (when you said you "picked up" an '09, you didn't mention if it was new or used) perhaps the previous owner removed it. Or, perchance there is some other explanation not yet given us mere mortals to know. Let's hope your shop can shed light on the matter.

I found this cable also on my st3 R 2010 and the dealer told me that is is for diagnostic purposes

Nah, John had it right. There is only one, two wire connector, with that wire color combination on the entire bike and that is the purge valve connector. There is no harm, other than to the atmosphere, in this not being connected even on a bike that has an evaporative emissions control system installed.
