The mirror swivels on a post that goes into the lower support. The post has a spring over it to provide tension then a washer ontop after the washer a flat push nut is jammed on. The push nut provides the holding for the whole thing, you could remove it, tear it apart, which would involve cutting the wiring harnes and try hammering down on the push nut more. The nut has a natural stop built in to the post, as the post is made smaller at the end with the nut and has a larger diameter where the spring is. Now the push nut is usually not put on very far, T must have some spec for this but who knows, so the nut has room to be tightened. The problem with all of this is that the post is made out of really cheap pot metal and will easily brake. Or you could remove it all and thread the bottom of the post and then use a real nut and some locktite.
