I would wager money that the vast majority of people who get into accidents while using a cell phone--and there really are only a tiny number of such accidents, if you look at the statistics--are terrible drivers to begin with. The accident would have occurred regardless of the cell phone use. Some of us are smart enough to be able to do more than one thing at a time.

Most modern studies NOT funded by companies with ties to the phone industry would disagree with that. I myself have witnessed three accidents in the last six months and in all three cell phones played a role. In the first a guy went thru a four way stop at 35/40 mph and T-boned the car directly in front of me going thru the stop sign. I know he was on the phone because he told me he was arguing with his mother about something on the phone. That and the fact that he had cuts on the right side of his face in the perfect shape of a Motorola V60 phone thanks to the airbag, and I'm guessing at least two broken fingers.
I'm sure if he was asked twenty minutes later after he calmed down if he had been doing something that would distract him enough to blow a stop at full speed, and destroy 2 cars and hurt two people, he would say no.
Thats why most accidents that could be attributed to cell phone use or other distractions go unreported. Simply nobody notices, and by the time some LEO asks they say "I was just driving the limit".
We need those European cell phone jammers in our pockets with about a hundred yard range.
