Two questions:

Is the silver a flat, no-gloss color?

Will this bike come with the red stripe wheels (as in the pix)?

One piece wheel stripes on E-bay. They were under $10 shipped. Put the bike on the center stand that turn the wheel as you apply. It took me less than an hour to do the whole job. Here is another side view:
