Steamy Situation

I noticed some coolant on the ground underneath the Sprint today, so I investigated. There was some paint coming off the radiator around the inlet and outlet hoses as well as it being moist in that area so I suspected a loose clamp, so I tightened them. I cleaned everything and ran the bike to see if anything leaked. I didn't notice any real leaks, but I noticed a wet spot on the radiator itself and a small amount of steam coming out. Two questions: 1) Could this be the source of my problem and 2) Does this mean the radiator needs to come out? Any advice would be helpful.

Take it for a ride and get it hot. The fins tend to hold a lot of water as evidenced if you wash the bike and get water in the radiator. Now check for leaks. If you have a hole it will show now its hot.
