Trip check and waterproof panniers
I was wondering if someone could give me a quick trip check list for a trip up the west coast- and what tools I should have on hand and perhaps spares. I would also like to know if anyone knew of a fairly priced waterproof pannier kit with a top bag (soft is fine) Would prefer one that doesn't require a frame if at all possible.. (trying to do this on the cheap... I know it's not the best method but that's all the funds allow for).

PS- any chain lubing tips that can be executed without a stand would be greatly appreciated (no center stand as I have an RS)

There are some trip checklist threads on here somewhere - try a search. Regarding tools, my rule of thumb is to only take tools that I know how to use, e.g. tools to fix things I know how to fix. For a relatively short trip like you are proposing, I wouldn't worry about spare parts, assuming your bike is in good shape currently. I would take a list, including contact info for Triumph dealers along the route. If you are traveling with someone, they can balance the bike on the side stand while you spin the rear and lube normally, if alone - lube, roll, repeat.

tiny spray can fits under seat near brake lights.
There's a tiny spray can of chain lube that you can purchase that fits under the seat and near the brake lights.
Just check your triumph toolkit is complete for starters.
Some small rags are worthwhile
A tyre plug kit for annoying leaks and perhaps a pressurized inflate CO2 gas ampule/canister
A basic first aid kit is worthwhile.
I don't know just how long your ride is, but any touring length ride ought to consider the above items as minimal.

My other Green Triumph has 4 wheels and removable roof and I really enjoy it's note. But it is nice to have a new Trumpy.

Basic Triumph tool kit, spare fuses, some duck tape, few ty-wraps, and mainly a cell phone and AMA membership.
Chain lube....I can't remember the last time I lubed my chain. I do wipe it off as needed to clean it, but the only maint it gets is adjustment checks, and the need for adjustment is seldom.

Set of Torx and Allen wrenches, metric open/box end, quality adjustable, 4 in 1 screwdriver will get you through most of the tupperware and do any on road adjustments. Cell phone and Credit Card (and first aid kit)
Nelson Rigg is my favorite soft bag maker. http://www.motorcyclegear.com/ is my favorite supplier of them.
If you have a second person, just have them tip the bike back on the center stand and front tire, and lube as needed..

As I found out, a cell phone is probably your most important tool
The Op is not exactly going 3rd world with his trip so keeping stuff to a minimum and saving room for a few beers at the end of the day
As for drybags & pannier kit, Ortlieb rack packs seem to be the favourite choice.
But there are several alternatives, its just a question of how HUGE does it need to be?
At a fraction of the cost of an Ortlieb dri bag

lol....hey OnD its Duct tape, as in heating duct sealing tape.
Its got nothing to do with the fauna and I'm sure Ducks can seal from water
quite well enough without the sealant tape !
has Duck shooting season started yet ?
