Im thinking of having the belly pan on my ST custom painted with a Union Jack.

I usually do not do my on motorcycle maintainance so I am un-familiar with removing the belly pan(s). Any tips from the more mechanically inclined?

Can the belly pan(s) be taken off without taking off the fairing? I guess thats my question.

Probably. But taking off the fairing isn't that hard. It'll be a bit of a learning experience the first time but only takes about 10 minutes once you see how it comes off and goes back together.

If you want to try it without removing the rest of the plastic (the parts around the headlights will not need to come off anyway), you may need to remove the screws on the lower half of the fairing so it has a bit of flex.

On the '03 (and similar body style) Sprint, you'll need to remove the side panels because there is one bold holding on the belly pan, that is underneath the side panels. Why, I have no clue.

The one time I removed the belly pan, I went through the trouble of removing the side plastic, but didn't put back the annoying bolt. I've had no problems with it loosening or anything.

Personally, the way the plastics are fitted is a real pain on the ST. Good thing there is no need to remove anything for an oil change.
