Advice before buying 2000 Sprint RS

The guy selling the bike has it listed for $3300. He bought it in March with approx. 12K miles. There are now 14K miles. He doesn't know if the 12000 mile service was done and he has not performed any service at all since owning. He thinks the tires have about 3000 miles on them. It also has the right turn signal broken off, otherwise appears to be in great shape.

How much should I offer for this bike, what service should I have done asap and how much should I expect to pay for this service?

btw...I ended up getting a very reasonable insurance quote through "Dairyland". It was for full coverage at 50/100/25 with passenger liability paying around $504/year.

So I have to make up my mind in about a day so can I at least get some random advice, is $3300 a good price, should I go down to $3K or maybe $2750? How much is the service gonna be etc. etc. etc.???
