Neither of those two fittings is a drain from the bottom of the tank - one is the vent & the other the overflow drain. Both come from the top end of the tank, not the bottom.
The best method would be to pick up a spare dry-break male fitting from your dealer (they're only a couple of bucks), attach it to a hose and then plug that into your lower female dry-break on pump on the right side of the tank. Don't be shocked if the female dry-break actually leaks when you unplug it - after a while the o-rings deteriorate.
What are the actual symptoms of your non-starting issue? Does it attempt to fire or just spin the starter?
Did you just get this bike?
Pull the plugs & see if they are wet & also test for spark.
Note that these bikes like a fully charged battery so if it is marginal, they tend not to start. Also if this is new to you, don't use any throttle when attempting to start.
