The only light I can shed on the subject is that the picture was taken in a German speaking country. Note sign behind rider reads: "streng verboten" (strictly forbidden)

how can you say that the bike is totaly naked? It still has the shock boots on and a rear fender!!! Just kidding it is cool though.
