The first time I changed the points it was fussy. That was likely me. No issues now as I just tested it. Summarized from the manual...
Press & Hold SCR + TRIP for 4 seconds. Tach will move to current set point and display reads 'tAcHo'
Press SET for 4 seconds, needle goes to zero (if you want to turn off lights, hit SET once and you are done)
Press SCR, needle to 3500, display reads something like A1000, each add'l press gets you 1000RPM
When you are within 1000 RPM, press SET, display reads something like a100, each add'l press gets you 100RPM
When you are there, press SET and you are good to go.
