That's pretty much true. Especially while the bike is still new! Don't want to let it lug, so it's better to err on the side of a few more RPM.
Now that mine is thoroughly run in, depending on the circumstances (level road, no headwind, and no likelihood of needing to crack the throttle abruptly), I can putt along leisurely at 1800 in 6th without any evident strain...but I wouldn't want to give it throttle suddenly at that low a speed in any of the higher gears.
And in first gear, idle speed lets me cruise smoothly and gracefully through our city park right at the posted 10 mph. Can't do it that easily on the Bonneville!
