I've never owned a pair of gloves that would tighten enough to keep the rain out and still allow the blood to flow to my hands

The trick is to buy gloves that fit underneath the sleeves of your jacket, so that the water can't run down the cuffs of the glove. I've used a pair of Alpinestar Twist gloves for the last 2 winters and kept pretty dry - unfortunately the gloves are no longer available, but any decent make textile glove with a goretex lining should be fine.
I'm still looking for a pair of trousers that keep my bollocks dry after riding in a downpour though
