For the most part, RAT is Triumph riders in an area who meet and ride. Some areas have dealerships who actively promote the group, some areas Triumph riders are completely independent of a dealership.
There is usually little structure (officers, dues, requirements etc) but many groups will have a calendar, or at least a good idea of what events or rides are planned. If your interested in riding with a RAT Pack, ask your local dealer if they know about a Pack, and do some searching on this site.
The Triumph website also lists some very basic information on Packs, so you can check to see if any groups are near your area on their site.
