Try baby oil & cotton buds for the tar spots, I read that somewhere recently.

I remember i tried all sorts of sprays and potions to remove the gunk that builds up on your back wheel rim , i tried specialist wheel cleaners that were rubbish .

Out of desperation i tried a little WD40 and it came of so easily you wouldn't believe it was also easier to clean them next time as the grease just wiped off cos the WD had left a protective layer .

I mostly use white spirit which is less aggressive than petrol (but works slower). I always have some around for cleaning oily components and paint brushes anyway. WD-40 probably has a similar solvent in it. It is worth re-polishing any areas of paintwork that have had tar on them, as whatever solvent is used it may dissolve polish as well as tar.
