Just a little half lane that lets you get around all that rush hour crap. I would be so happy if they implemented something like that in MD and PA.
Bringing this back up a little bit, that's one of the main reasons I moved out of Baltimore and will never move back. I dealt with that everyday for years. The traffic and driving behavior is absolutely INFURIATING, and it's only gotten worse over the years. The best thing I can equate it to is the type of person who meanders across a crosswalk as if getting to the other side of the street eventually is their only agenda for the entire day, but in a vehicle.

By comparison, living in NJ now is awesome! My fiancee` (NJ native) explained it this way: "Everyone is trying to get where they're going. The aggression isn't personal, it's just goal-oriented." Since everyone else understands that, the system works well most of the time, and you can go as fast or as slow as you want in the appropriate lane. Except for visiting PA drivers, who can't get their **** together muck everything up. :P

I have an ulterior motive for letting tailgating speeding jerks pass when they come up on me in the left lane: It gives the cops waiting up ahead something to already be occupied with when I go by them.

Here's my take on this whole mess, from someone who's done a lot of driving, from jeep roads all the way up to multilane freeways, rush hour, witching hour, middle of nowhere and middle of Commute Hell (that's San Francisco, for anyone wondering).

* Lanes to the left are furthest away from exit/entrance ramps for a reason. If you're in the left lane but matching speed with the 'slow' lane, you should /be/ in the slow lane.
* Exit ramps are for Slowing Down. Entrance Ramps are for Speeding Up. If the exit ramp has too tight a curve to negotiate at anything above a walking pace, use the shoulder to slow down or take the next exit, and in either case, remind yourself to send a nasty note to the highway engineering department!
* The fact that there are no police around to create a 'rolling roadblock' for speeders does not deputize anyone not a cop to do the same thing. Besides which, you're not properly trained; knock it off.
* Yes, the CHP will give you a ticket for Impeding Traffic. This one's for you, Guy In Pickup Intentionally Blocking Lane Splitters.
* Riding motorcycles is unsafe. We get it. Making it more unsafe by driving like a douche? No, that's on you.
* I ride this way to stay ahead of the idiots. It's a survival trait.
