Looks like a "glorified" high resistance spark plug. If you add resistance into the plug's circuit, the voltage has to build up to overcome it, creating a more powerful spark, at least in theory. Not unlike clearing a fouled plug by pulling the plug cap back a bit from the plug when the bike is running, thereby making the current "jump" the gap, increasing the spark's power. Not my cup of tea for $24.95 each.
