Airbox and Emissions Testing

Pretty straightforward: with nearly everyone on this board in agreement that removing the airbox/snorkel and rejetting is a great idea, how come I've never been able to find a single post discussing how to pass state emissions testing afterwards?

For what it's worth, I live in WA, USA.

I think the simple answer is that there are no states currently testing motorcycle emissions. If I'm wrong, please let me know.

Think that my be changing in the near future, at least in Florida. Rumblings of bringing back emmission testing. Was stopped several years ago because it was only done in certain counties. Think I read if new testing came about it would include motorcycles. Correct me if I am wrong
