I'm thinking of a set of Staintunes or Triumph Off-Roads as a winter project. My questions relate to re-jetting:

Is is it necessary with all after-market pipes?

If so, what kits are recommended?

I don't live anywhere near a dyno, so I'm wondering how to figure out the fine tuning.

What are the pros and cons of just knocking the baffles out of the stock pipes? Will rejetting be necessary if I do that?

This is a 2000 Legend, by the way.

If you make it breath better, you will have to re-jet. If a set of pipes do not require re-jetting they are an appearance only upgrade.

A dyno is always the best way to tune, but there is a lot of knowledge on this site to draw from. There will be someone here that can direct you to the correct jetting. There are many here that have made this type of upgrade.

I used the Factory Pro jet kit - little expensive but found their recommended setting and adjustments right on.
