I used to use it tuning mini's about 15 years ago.
It's supposed to help you work out your fuel mixture as you can see through the plug (in the dark) and note the colour of the flame in the cylinder.
The thing is you could tell this from the state of your plugs, smell of the exhaust and richening/weakening the mixture on the old SU carbs etc.,
The best thing it was good for was not so much checking everyday fuel mixture, but having a look at a suspect duff cylinder.
Not one of lifes essential bits of kit but can be useful and might be worth considering for a carb'd bike.
