As far as "rubbing out" the damage, it all depends on how deep the damage goes. If the scratching is only into the clear coat I would just clean and wax first. If that does not do the trick, go get some of the finest polishing compound you can find at the auto or auto body supply store. Get the professional stuff if you can. It comes in big cans and is quite expensive, but you will use it over and over on every vehicle you own, and some you don't. Incredible stuff! Just as important is what you use to apply and buff it. I recommend getting some 100% cotton diapers. Always use two, one to apply and "rub", and one to polish. Always rub and polish in one direction, not circles. I find polishing along scratches workes best, not across. Use progressively lighter pressure, ending up with the clean diaper simply polishing.
If the damage is into the paint or even worse, the primer, you will have to touch-up first then add clear coat, compound, wax.
