You have 2 filters, one in the fueltank, and one for caburator.
That little bit paint that do fall of, do not do any damage to your bike, when the paint is chip, you cleaning your filter,the problem is gone,same as you do with other filters.
When you let the paint there, you have problems when switch over on reserve.
But thats only my opinion of that problem.

That little blue cone is a cleverly shaped and holed device which when turned decides which way the fuel will flow, either from the main tank inlet, or the reserve inlet, or off. The little steel bit which you see on the outside of the petcock slots into this to turn it.
