You are right my mistake. I used the wrong term for the adjuster. I meant to say rebound for the adjuster on the lower right side of the shock by the exhaust. Yes the one on the left side top of the shock threw the little hole in the frame is the preload. And yes I have an ST though it is an 04 but that makes no difference, all the ST's 99 to 04 have the same shock.
The left side lower screw opposite of the rebound adjuster is just a plug from what I understand. But I would bet if it is tuned in that it wold affect the rebound circuit of the shock and obviously the ability to adjust the rebound.
Your beginning adjustments sound right as well. I have had an 02 and 04 ST and had the shock replaced on the 04 due to a seal failure and the thing is I had to use a different set of adjustments on each shock. Go figure, you would think that with mas-production and all that once I had found settings on one I would be good to go.
In general I like a little lower preload 14 clicks. And tighter rebound 1-1/8 to 1-1/4 out. But I ride solo. I have yet to find the sweet spot for when I have the bags on. I have tightened up the rebound an 1/8 and upped a couple of clicks on the preload but the bike still gets a little bouncy in the tighter turns. But some of that could be coming from up front too.
