I would look at the general condition of the bike, like rust, road rash etc. Get a battery for it and see that all the electrics work and that it turns over. Also check the condition of the tires, they aren't cheap. (But being a legend you have more options that the tbird guys.) Then I would probably buy it. Allthough 3200 for a non runner is a bit high. I paid that two years ago for a running example.
Once I got it home I would take the tank off dump it out, remove the petcock clean it up, change all the fluids, and plugs, fill it with gas and try to start it. The most troublesome part will be if it sat with gas in the float bowls for two years.
There are some hex screws in the bottom of the carbs, turn those and drain those before filling it with gas.
If all this doesn't work then it's time to hit the haynes book or take it to a mechanic. Of course you could also do all of this before buying it to see if it will run.
