I can't imagine there is anything that could do this as hard as chrome is. But is there anything that can get the ultra fine scratching out of chrome?

You may try a red rouge on a muslin buff. Pretty hard compound will take quite a bit of work.

No! Just stuff that will make finer scratches. Never rub dirty chrome with anything, and never use chrome polish, as these are two easy ways to get those dreaded scratches that cannot be removed by any way but by rechroming. Coarse you already knew that, everybody does, and they still buy chrome polish and ***** up their chrome even more before they are done trying to fix the unfixable. Vegas

Pitted or rusty crome can be improved by gentle rubbing with a brass nut ( plumbing parts )

Will not damage the chrome as it is much softer.

Brass nut? Not heard of that one, but the same is claimed for the shiny side of aluminium foil.
