A carb balance compares the vacuum at the engine side of the carbs after the throttle butterfly.
The butterfly opening at idle is very small but it's still
much larger than the combination of pilot air and pilot fuel jets that supply emulsion via the transfer ports, so you're not going to see a blocked pilot fuel jet during carb balancing.
You might be able to see a blocked pilot air jet, but that's doubtful.
