First of all , Hello to all. This is a first time post.
My 96 T -bird has been sitting for a while because of other commitments and I finally got a chance to get out last weekend. When I finally parked and left the bike for a while,I came back to a puddle of coolant underneath .
A close look showed that it leaking from a pinhole in the elbow fitting near the left side carb ,the one that the horn hangs off.
OK it looks like its corroded from the inside so it has to be replaced and the system flushed and cleaned. I have ordered a new elbow , gasket and torx screws which is 2 weeks away. Now it looks to me like its near impossible to get this off without removing the carbs . so if I have to do that, I might as well use this a reason to replace the Restricted (DIMPLED ) carb rubbers.
These I have ordered as well.
So thats what I have in mind , Do the carbs require any other mods ( jets) or are they fine as they are ?

I don't think the carbs "require" any mods if you are just changing the inlet rubbers. I just got done rejetted my carbs and drilling out the airbox a little bit. It is easy to get more horsepower for a few bucks like that. The more radical or aggressive mods seem to take a lot of "tweaking" to get the bugs out. Do you have stock exhaust pipes and mufflers? Chaning the inlet rubbers, exhaust pipes, mufflers, drilling air box, pod filters, etc. all change how the bike "breathes". There are many threads on this issue. You might want to read a few to see if you are interested in doing that.

I think that's the same as mine (2001 Legend). I had to take off that fitting to replace the starter a while back, and did it without removing the carbs.

BUT the inner torx bolt is nearly impossible to get to that way. Last week I took the carbs off for the first time and it was much easier than I thought (so long as you don't remove the throttle cable). I'd suggest pulling the carbs and taking the opportunity to clean the air filter. It'll take less time in the long run, and be much less frustrating.

No rejetting is 'required' when going to the open carb rubbers, but you'll probably want to set the mixture screws to 2-1/2 turns. That's the consensus setting for otherwise stock carbs.

It might also be a good time to clean out the float bowls and check the little 'duckbill' filter hidden inside the fuel inlet 'T' on the carbs.

Also, inspect the rubber hoses carefully and replace any that show signs of cracking or hardening.
