You have something that is drawing too much current, that is the obvious. Could be as simple as a wire that has a nick in it, to a bulb plug or socket that has corrosion in it acting like a resistor adding load. I will say this, it is not generally a good idea to put an over rated fuse in unless you are trying to localize your fault by causing serious heat, possible fire. The wiring will suffer because the current draw will make the copper get hot inside the jacket an break down. May or may not get hot enough to melt the jacket but does cause damage to the copper and possibly any device connected. Also I would check the socket for the fuse, sometimes these will develope oxidation in them causing again a resistor type of situation, creating heat and blowing fuses. Bottom line is 10 amps of current is alot across a basic circuit, 15 can be fatal to the circuit. Put the 10 back in and find the problem. You can also isolate by disconnecting everything associated with the circuit, plug them back in one at a time, usually the bad circiut will reveal itself when you plug it back in. Good luck. PS The fact that the horn still works leads me to believe you have a ground feedback issue. Like the other post were Jimmyj900 points out the ground issue for the temp sensor, his simptoms included the idiot lights blinking with the blinker. Electronics will seek out ground even if it means feeding back through another device like a horn which is just a coil.
