Balanced the carbs on Sat easy enough, but a question
about it. The Triumph manual states the master carb (no 2)
should pull 5-6 inch Hg at 950-1100 rpm. the lowest we could get was 10 inch Hg we were wondering if the air filter will play a part in this (24578 miles). It is due for the filter replacement any time now. My mate with a 98 Adventure with K&N filter pulls 12 inch Hg. Bikes are running great so no problems just thought I would throw it out for some feedback

The center carb is the reference carb and the overall goal is to set an equal vacuum on all three carbs while maintaining the 1000 rpm idle.

The vacuum on each carb is determined by the opening of the throttle butterfly and the center carb butterfly is only adjustable with the idle knob, so if it's low on the center it means that the idle is set too high.

When you balance, set the rpm at 1000 and adjust the outside carbs to match the center carb while continually re-adjusting the idle to 1000 rpm.

Yes I understand that part ,but would a air filter at the end of its life cause a higher vacuum reading than a brand new oem filter that is the question

Assuming that the filter is partially clogged it will decrease the absolute pressure (referenced to open air) at the inlet to the carbs.

Since this is a series circuit from the filter inlet to the engine it will also decrease the absolute pressure at the outlet of the carbs, but unless the filter is nearly plugged solid it will only have a minor effect on the absolute pressure at the carb outlet.
