Looks like varnish from bad fuel to me, just a lot of it! did the bike stand for a long time without use at some point Robbie?

yes Mick the old guy we got the bike off had only done 4500 miles since 1999 and never used it in the wet. that was why it was so clean and nice.(not so now)
this is the second time i have washed out the tank, there must be a thick layer in there.
Quiller, she is still finding her feet after a 6 year lay off so at the moment she only tends to pick on 600's and the cruiser types. but she did stick it to a VFR800 and a ZXR1100 on Sunday. :-D
i think they were put off a bit by having 9 tigers overtake them and somebody has told the six year old that the correct way to wave at bikes that you overtake is with only one finger!!

That's sure a lot of sludge .. I use carb cleaner to clean mine. I never had anything that looked like that. I had what looked like minimal rust granuals...kind of gritty and sandy. I hope you installed an in-line fuel filter in case some of that crud makes it past the pet-cock screens.
Yes I stuck an inline filter in the pipe, one of the flat screen types. the goo passes straight through
The goo looks like rusty water but it is not as dense, if you put the goo in a bottle and add a bit of water then the goo sits on top of the water and the petrol sits on top of the goo. I think Mick has it right, I think it is what’s left after the petrol has evaporated and this is coating the inside of the tank. Now there is fresh petrol dissolving it back to a goo. I have just not seen this before or this amount. I thought I had got rid of the problem when I washed out the tank last time but I think the petrol needs to dissolve it from a solid and a quick wash out will not move it.

I'm thinking if the tank is like this, the carbs could do with a good check over too.

There is another, very fine filter in the fuel line, right at the bottom where the line enters the carbs.
The good news is that being fine, it keeps crap out of the carbs. The bad news is that it will block quickly if any volume of crap is coming from the tank.
