I'm looking at a 1997 Thunderbird and the guy is telling me that the bike came from California and that it had a "second carbon air filter" on it, but it had been removed.

Does this sound right and what are the implications of the air filter and housing being removed?

He says it does have a regular air filter on it.

The Carbon filter is the main part of the evaporative loss system.

That filter was inside the secondary air box, the one under the left side cover.
