I noticed when I pull the vacuum cap off either the left or right carb, the motor revs up a little. When I pull the cap off for the center carb it seems to sag a little. does this indicate a problem with the center carb. (only one cap at a time removed) vacuum reads about the same on all three carbs

That suggests to me that the outer carbs are running rich.

If you pull any vacuum cap of with the engine idling, it should die.
