They all cost too much. It's like a conspiracy.
I had the Cortech one. $80, has lots of room, expandable, map pocket and comes with a few straps for added security and carrying it around over your shoulder.
They can scuff the tank. I always make sure the bottom of mine stays clean. I've tried placing seran wrap down which has worked for the most part but it's inconvenient. Some bags have wetsuit material to help grip which reduces the microscratches somewhat. Make sure the bottom is clean and don't leave it on the tank allowing moisture to build up and don't get any gas under it when you fill up and be prepared to polish the tank once in a while.
Now I have a homemade one that I really like. It fit's all of my stuff. A small tool roll, spark plugs, ignition wires, flashlight, carmex, sunscreen, a pocketknife and maybe a few other items.
I was going to write up a DIY instruction to build it at some point. Basically, I used a canvas mechanics tool bag, (nylon is available, but costs a lot more):

I got 4 from Fry's for about a buck. They're quite strong and hold the bag onto the tank while doing the ton. But, I have a strap that attaches to the frame in front of the tank with a clip that attaches to the front loop at the end of the zipper just in case. It also doubles as a strap to carry the bag off the bike.
I glued loop velcro to the whole bottom inside of the bag and the hook velcro to the magnets and put one in each corner. I also glued velcro on the side pockets since the snaps are hard to work while riding and I cut the handles off the bag. I also glued 2 8" strips of the loop velcro along the top on each side of the zipper. I have pieces of hook velcro, (adhesive backed) on the back of my mp3 player, cell phone and GPS so they stick to the top easily. Usually, I keep everything in the bag, my pockets or leave behind unless I go on a long ride, then it's usually just my mp3 player.
The canvas bag is mostly waterproof, but I treated it with a waterproofing compound to prevent mildew and add a bit more protection, (use a petroleum-based product, not silicone), I got a spray can of stuff from a camping store for about $5.00.
The velcro, straps and glue were "aquired" from work and past projects and I made the power adaptor from some wire and sockets I had in a pile of junk. I think I spent about $20 total. Of couse, buying everything might cost around $50 if you're not scrounging and recycling.
