Red face Triumph Luggage? rack capacity

What a surprise and what a joke.
I purchased a Triumph sissy bar and luggage rack from my dealer. Everything went fine until I read the installation instructions. It seems my fancy $400 factory rack is rated at 3.3 kgs. That's right only 6.6 lbs. I can't even run to the store for a gallon of milk because it exceeds the rack capacity. Is this a joke? Even the small Saddleman bag I have uses up nearly all the rack capacity, empty!
I looked back at all the literature and product descriptions and nowhere was this important little detail listed, except on the intallation instructions (available only online, and revealed after the purchase) and a sticker the rack itself.
The rack itself is a quality piece of work, installed easily, very good chrome, nice welds, etc. and looks like it could easily withstand 10 times the ridiculously low rated capacity.
Now I understand manufacturers must constantly fear litigation but at this rate they'll have to state the motorcycle's maximum speed is 15 mph. Silly.

I have the same setup on my Legend. I have had my Nelson Rigg CTB 600 full and never had any issues. I did replace attachment bolts with a higher grade s.s. just to feel better though.
