If you go to any small hardware store, you can find a thick (7/8in) rubber O-Ring. Slip it over the bar end and then roll in towards the throttle to wedge it in between the rubber throttle grip and the bar end (with friction, it will hold the throttle at a desired position). I've been doing this on my Bandit for quite some time, the part cost me less than a DOLLAR. AND, it's easy to get on and off while riding, not to mention that you can still move the throttle without "unlocking" anything to do so.
