Found fold down & out hooks under my O2 Daytona passenger seat. They seam a little flimsy for bungee hooks. Anybody know what they are for?
( I really hope there is not a blatently obvious answer for this).

Yes they are tie-downs. But as you said they are weak. I put a little tension on one while trying to tie down a backpack and the hook went flying.
