It's going to be hard to set the sag to proper numbers unless you weight about 50lbs. The springs front and rear are too soft. That said, figure out where they are and then work on it. What do you weight?
With age, the numbers in the manual will not be correct likely due to wear of springs plus the wear on the damping adjusters so again you can't go by the book.
I would suggest starting out with a new set of springs, a fork rebuild and a revalve of both ends using a gold valve in the rear. I do not recommend a gold valve in front.
As for the forks being pulled up, it does improve the geometry all things being equal....but they are not. Hard to make it handle quicker without FIRST getting the springs right. Your forks are pulled through too much though. Set them about 5-8 MM pull through.

I have the factory service manual but it does not show the factory settings for the rear sag. Does anyone know what that setting is?
Also, I noticed that the forks are pulled through about 11mm above the triple clamp. It shows these as being set flush in the service manual. I can only assume that they were raised to drop the front end to make it turn a bit faster into corners. This may have been done to compensate for the rear srping, that the previous owner set in the softest position, which I would guess would lower the rear end.
Any ideas? The bike still seems to turn a bit slow for me and compared to my ZRX1200R.
