Hate to tell you but those rubber washers seal absolutely nothing.
The way the tank works is, there are two tubes running down inside the tank for the vent & scupper drain.
Those nipples screw into the inside of the tubes, and have no exposure to the gas. I'm not really sure why the rubber gaskets are there - can only imagine they are to stop from over-tightening the nipples.
If you have gas there, it has to be coming from inside the tube (unless there is a crack between the tube and the base of the tank right at that spot)
In my case, the tube had a pinhole inside the tank on one of those tubes - I would notice it would leak when tank was filled, but once below about half-way, it stopped.
I opened up my tank and working through the pump opening, 'painted' epoxy (JBWeld) over the tubes to seal them.
It has now held for over 4 years.
It's possible that gas was just leaking down the tubes from an over-fill situation - if it is consistent you may also have a leak in one of the tubes.
