I have the lighter weight cover. It is very generous in material and made to fit a variety of Triumph bikes. Yes, rear bags can stay on the bike and under the cover. It actually has extra expanding material to fit over a top box, say on a Tiger. I took a knife to the seams and removed all the extra material. Then sewed up the seam. All in all, not a bad fit.
