The Smog laws here are garbage. I don't care what you say. They put far too much burden on the individual, especially when their vehicle doesn't pass. The state won't offer assistance unless you meet a list of criteria either, and their "parts locater" service is a printout of local junkyards.
BTW, not everyone wants to get more power out of their vehicle. Most people just want to drive the thing to work.
My '87 Ramcharger failed Smog with a brand new, completely stock engine.
I had to fabricate new secondary air injection tubes because the originals failed, and those parts aren't made for my truck anymore, at least they weren't then.
The inspector noticed they weren't stock, labeled them "tampered" and it wouldn't pass until I either swapped in NOS parts (as if) or Used parts that may or may not work.
It passed the sniffer 100% proving my modification worked. The BAR wouldn't ref it because emissions systems can't be modified under any circumstance, so they were of no help. The state offered to purchase it for $500, about $2000 below fair market value.
Out of spite I re-titled it OHV and deactivated the Smog crap. My reg fees dropped down to $17 a year, and now I tow it to the forest and tear up nature.

I'm not getting rid of a perfectly good vehicle because it doesn't "look like it runs clean".
As a mechanic, I CONSTANTLY saw cars that ran perfectly clean, fail because of incorrect gas caps (replaced when left at gas stations), wrong emissions equipment (3-way catalyst on car originally equipped with a 2-way), dirty engine compartments & air filters, missing CARB E.O. stickers (supplied with K&N air filters), all sorts of dumb ****.
The dealership I used to work at used to take trade-ins that had check engine lights on, clear them, Smog them, then sell them to wholesalers.
If you live in an exempt county you don't have to smog your vehicle. San Bernardino county used to be exempt, but I think that's changed. Tuolumne county is exempt last I heard, there are more I'm sure; my point is, if the ENTIRE state doesn't enforce the law, why is there one? That's like letting people break the speed limit on certain roads.
Lastly, CA is the strictest in the Union, by far. Wyoming doesn't emissions test vehicles older than 10 years. CA won't test anything 1975 or older, with no rolling exemption. So if your Grandpa wants you to get his 1976 Cougar on the road again- it'll cost you a fortune. But if it was a 1975, head on down to the DMV and pay the fees even though the cars are mechanically IDENTICAL. What's the point of being so strict if the folks in Nevada could care less?
Smog is a joke.
If that isn't proof Smog doesn't work, I don't know what is.
Motorcycles are on the chopping block next. Just wait.
